1.00 MINUTES
Moved by Presley and seconded by Jangula that the minutes of the Regular Council meeting held March 15, 2010 and Committee of the Whole minutes of March 29, 2010 be adopted.

2.00 INTRODUCTION OF LATE ITEMS
Mayor Phelps approved the addition of one late item to the agenda.
3.00 DELEGATIONS
1. Captain (N) Alex Rueben, Maritime Forces Pacific Chief of Staff and Acting Sub-Lieutenant Justin Ward
Council was presented with a framed namesake photo and description of the warship HMCS COURTENAY in honour of the Canadian Navy Centennial celebration.
2. Presentation to RCMP Cst. Pierre Vezina and Cst. Brad McKinnon
Mayor Phelps presented RCMP Cst. Pierre Vezina and Cst. Brad McKinnon with certificates of appreciation for their excellent work with the graffiti problem in the City.
3. Lake Trail Neighbourhood Connections Project
David Stapley, a facilitator with the Lake Trail Neighbourhood Connections Project reviewed the plans for “Lake Trail Neighbourhood Day” on April 17, 2010.
4.00 COMMITTEE/STAFF REPORTS
Cemetery Amendment Bylaw No. 2614
Moved by Jangula and seconded by Presley that “Cemetery Management Amendment Bylaw No. 2614, 2010” proceed to first, second and third readings.

Duplex Development Permit Guidelines
Moved by Presley and seconded by Leonard that “Official Community Plan Amendment Bylaw No. 2615, 2010”, to amend OCP policies for duplexes and introduce Duplex Development Permit Guidelines, proceed to first and second reading;
That “Zoning Amendment Bylaw No. 2618, 2010, to delete the existing definitions of apartment, duplex dwelling, and townhouse dwelling, and introduce new definitions for apartment dwelling, duplex dwelling, multi-residential dwelling and townhouse dwelling, and do housekeeping amendments in relation to the new definitions proceed to first and second reading; and
That Council direct staff to schedule and advertise a statutory public hearing with respect to Bylaw No. 2615 and Bylaw No. 2618 on April 19, 2010 at 5:00 p.m. in City Hall Council Chambers.

Moved by Theos and seconded by Presley that Council consider the application to amend Zoning Bylaw No. 2500, 2007 to rezone from Residential One Zone (R-1) to Residential One S Zone (R-1S) the property legally described as Lot 3, District Lot 231, Comox District, Plan VIP84277 (2803 Piercy Avenue, the subject property);
That Zoning Amendment Bylaw No. 2617 to rezone from Residential One Zone (R-1) to Residential One S Zone (R-1S) the property legally described as Lot 3, District Lot 231, Comox District, Plan VIP84277 be given 1st and 2nd reading; and
That Council direct staff to schedule and advertise a statutory public hearing with respect to Zoning Amendment Bylaw No. 2617 on April 19, 2010 at 5:00 p.m. in City Hall Council Chambers.

Moved by Ambler and seconded by Presley that Council consider the application to amend Zoning Bylaw No. 2500, 2007 to rezone from Residential One Zone (R-1) to Residential One S Zone (R-1S) the property legally described as Lot 7, District Lot 157, Comox District, Plan 48314 (1781 Thorpe Avenue, the subject property);
That Zoning Amendment Bylaw No. 2616 to rezone from Residential One Zone (R-1) to Residential One S Zone (R-1S) the property legally described as Lot 7, District Lot 157, Comox District, Plan 48314 be given 1st and 2nd reading; and
That Council direct staff to schedule and advertise a statutory public hearing with respect to Zoning Amendment Bylaw No. 2616 on April 19, 2010 at 5:00 p.m. in City Hall Council Chambers.

Classic Cruisers Graffiti Bash
Moved by Jangula and seconded by Presley that 4th, 5th and 6th Streets between Cliffe Ave and Fitzgerald Ave. including the cross streets of Duncan and England Avenue, be temporarily closed to traffic, on July 25, 2010 from 6:30 a.m. to 4:00 p.m. for the Comox Valley Classic Cruisers Annual Graffiti Bash Car Show;
That Duncan Ave. and England Ave. are not blocked by vehicles in order to allow the passage of emergency vehicles;
That Harmston Park be available as an end of cruise destination on the evening of Saturday, July 24th, 2010; and
That the necessary insurance be forwarded to the City and the emergency services are advised of the temporary closure, at least five working days before the event.

Garbage Contract Renewal
Moved by Theos and seconded by Leonard that the contract for Solid Waste Services between the City and Emterra be renewed for a five year term commencing April 1, 2010;
That the additional clauses detailed in Appendix 1 be added to the contract; and
That the Mayor and Manager of Corporate Administration be authorized to sign documentation relating to the contract.

Reserve Fund Expenditure Bylaws
Moved by Presley and seconded by Jangula that Council consider the Reserve Funds Expenditure Bylaw No. 2607, 2010 and the Development Cost Charge Reserve Funds Expenditure Bylaw No. 2608, 2010.

6.00 RESOLUTIONS OF COUNCIL
Incamera Meeting
Moved by Presley and seconded by Theos that under the provisions of Section 90 (1)(e) and 90(2)(b) of the Community Charter, notice is hereby given that a Special In-Camera meeting closed to the public, will be held April 6, 2010 at the conclusion of the Regular Council Meeting.

Courtenay River Estuary Management Plan
Councillor Hillian inquired about the status of the Courtenay River Estuary Management Plan and correspondence from the Puntledge River Restoration Committee.
Mayor Phelps reviewed that the plan is currently at the Comox Valley Regional District staff level.

11.00 COUNCIL MEMBER ROUNDTABLE
Councillor Jangula outlined his attendance at the July 1st Committee meeting.
Councillor Leonard acknowledged the loss of Oscar Pettersen and Winnie Skalazub over the weekend.
Mayor Phelps outlined his attendance at the following events:
Ø Early Childhood Educators meeting
Ø Meeting with the current and former District Governor of the Lions Club
Ø Meeting regarding Ride for Dad prostate cancer fundraiser in June
Ø Regional District meetings
Ø Meeting regarding the Old House Village Hotel and Spa VI Business Excellence awards
Randy Wiwchar reviewed the upcoming CRA Annual Meeting to be held Thursday April 8th, 2010.
