Minutes of an Inaugural Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, December 1, 2008 at 4:00 p.m.

Prior to the meeting, the Manager of Corporate Administration administered the Oaths of Office to Mayor and Council.
Mayor Phelps presented his inaugural address.
Moved by Presley and seconded by Leonard that the minutes of the Regular Council meeting held November 17, 2008 be adopted.

Moved by Theos and seconded by McRae that the following City of Courtenay appointments be made for the period December 1, 2008 to December 7, 2009:

Regional District Board of Directors: Mayor Phelps, Councillor McRae, Councillor Jangula
Alternate Regional District Directors: #1 Councillor Leonard, #2 Councillor Theos, #3 Councillor Presley , #4 Councillor Ambler
Voting strength for City Directors on Regional District Board (City has fifteen votes): Mayor Phelps 5 votes, Councillor McRae 5 votes, Councillor Jangula 5 votes
Three Directors to Regional District Sewage Commission (3 Directors elected to Regional Board to serve): Mayor Phelps, Councillors Jangula and Leonard (Councillor Theos alternate)

Moved by Presley and seconded by Ambler that Council adopt the following monthly schedule of Acting Mayors for the period December 1, 2008 to December 5, 2011.

Moved by McRae and seconded by Presley that the Council meeting scheduled for December 8, 2008 and the Committee of the Whole meeting scheduled for December 29, 2008 be cancelled.
