The meeting was called to order at 4:00 p.m.

Moved by Jangula and seconded by Presley that the minutes of the Special Council meeting held November 25, 2009 be adopted.

4.00 COMMITTEE/STAFF REPORTS
OCP and Rezoning Crown Isle
Moved by Jangula and seconded by Presley that in accordance with Section 882(3)(a) of the Local Government Act, Bylaw No. 2596, 2009 has been considered in conjunction with the City of Courtenay Financial Plan and Comox Strathcona Regional Solid Waste Management Plan;
That Council proceed to reconsider second reading of “Official Community Plan Amendment Bylaw No. 2596, 2009” and “Zoning Amendment Bylaw No. 2597, 2009” in order to amend the bylaws to reflect the changes outlined in this report; and
That Council direct staff to schedule and advertise a statutory public hearing with respect to Official Community Plan Amendment Bylaw No. 2596, 2009, and Zoning Amendment Bylaw No. 2597, 2009 on December 16, 2009 at 5:00 p.m. in the Conference Hall, Florence Filberg Centre, 411 Anderton Avenue, Courtenay, B.C.

Moved by Theos and seconded by Presley that second reading of “Official Community Plan Amendment Bylaw No. 2596, 2009” be reconsidered.

Moved by Presley and seconded by Ambler that “Official Community Plan Amendment Bylaw No. 2596, 2009” be amended at second reading as shown on the bylaw copy attached.
