Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, December 7, 2009 at 4:00 p.m.

Mayor Phelps presented his opening statement reflecting on the past year and plans for the future.
Councillor Hillian was presented with a framed Oath of Office.

Moved by Jangula and seconded by Presley that the minutes of a Special Council meeting held December 3, 2009 and Committee of the Whole notes of November 30, 2009 be adopted.

Moved by Presley and seconded by Ambler that the following City of Courtenay appointments be made for the period December 7, 2009 to December 6, 2010:

Councillor Hillian reviewed some of the issues raised during his campaign for office.
