Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, March 12, 2007 at 4:00 p.m.

The meeting was called to order at 4:02 p.m.

Moved by Presley and seconded by Phelps that the minutes of the regular Council meeting held March 5, 2007 be adopted.

3.00 DELEGATIONS

1. Dr. Barbara Fehlau re: Pesticide Bylaw

Dr. Barbara Felhau, a local family physician, outlined her request for Council to adopt a bylaw to ban the cosmetic use of pesticides and herbicides.

2. Dr. Marlene Smith-Schalkwijk re: Pesticide Bylaw

Dr. Marlene Smith-Schalkijk, a Doctor of Veterinary Medicine, outlined her request for Council to adopt a bylaw to ban the cosmetic use of pesticides and herbicides, and presented a video from the Canadian Association of Physicians for the Environment.

3. Scott Gaglardi re: Low Cost Housing Proposal

Scott Gaglardi, representing the Northgate Foursquare Church, outlined the request for the City of Courtenay to waive Development Cost Charges, rezoning and permit fees, as well as property taxes for a proposed 16 unit low cost housing project to be located on church property.

4.00 COMMITTEE/STAFF REPORTS

.01 APP. OFFICER VILLAGE OF CUMBERLAND 2320-20

Moved by McRae and seconded by Phelps that resolution 4.04 R30/2006 – Approving Officer for the Village of Cumberland be rescinded.

.02 STREET NAMES BACK RD/HWY 19A 3320-20-06516

Moved by Presley and seconded by Jangula that the proposed roadway from Back Road to Hwy 19A be named Tunner Drive.
Carried

.03 PARCEL TAX REVIEW 1950-02

Moved by Theos and seconded by Presley that Council establish the time and place for the sitting of the Parcel Tax Review Panel as Wednesday, April 25, 2007 at 4:00 p.m. in the Council Chambers.

5.00 REPORTS AND CORRESPONDENCE FOR INFORMATION

.01 FANNY BAY FIRE DEPT

Moved by Phelps and seconded by Presley that the letter from the Fanny Bay Volunteer Fire Department thanking the City for donating the tanker truck be received for information.
Carried

9.00 NEW BUSINESS

.01 COSMETIC PESTICIDES

Moved by McRae and seconded by Presley that staff review previous Council deliberations regarding the issue of the cosmetic use of pesticides and provide a report to Council with any recommendations for further action.
Carried

.02 LOW COST HOUSING FOURSQUARE CHURCH

Moved by Phelps and seconded by Presley that the request from the Northgate Foursquare Church regarding a low cost housing proposal be referred to staff for a report to Council.
Carried

11.00 COUNCIL MEMBER ROUND TABLE 

Councillor McRae outlined his attendance at the following events:
- Fundraiser at Safeway for the Freemasons Cancer van
- IPC World Cup ceremonies at Simms Millennium Park 

Councillor Presley outlined his attendance at the IPC World Cup banquet 

Acting Mayor Leonard outlined her attendance at the following events: 
- IPC World Cup ceremonies at Simms Millennium Park 
- Through a Girl’s Lens from the Comox Valley Girls Empowerment Project

12.00 ADJOURNMENT

.01 Moved by Jangula and seconded by Phelps that the meeting now adjourn at 5:12 p.m.
