Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, March 5, 2007 at 4:00 p.m.

The meeting was called to order at 4:03 p.m.

1.00 MINUTES

Moved by Presley and seconded by McRae that the minutes of the regular Council meeting held February 19, 2007 and the Special Council meeting held February 26, 2007 be adopted.

4.00 COMMITTEE/STAFF REPORTS

ZONING BYLAW 2500
Moved by McRae and seconded by Phelps that Council give 2nd reading to Zoning Bylaw No. 2500, 2007; and

That a Public Hearing be held on March 19, 2007 at 5:00 p.m. in the City Hall Council Chambers in relation to Bylaw No. 2500.

STREET NAMES  RYAN/HUNT PLACE 3320-20-06516

Moved by Theos and seconded by Presley that the name Playfair be removed from the City Street Name List, Names for Future Developments, Soldiers Names;

That the proposed roadway from Back Road to Hwy 19A be named Playfair Boulevard.
Motion Defeated

Moved by McRae and seconded by Leonard that Hunt Place from Ryan Road to the intersection of the proposed roadway from Back Road to Hwy 19A be renamed Hunt Road.

STREET NAMES CROWN ISLE N. SIDE OF RYAN ROAD 3320-20-06517
Moved by Presley and seconded by McRae that the name Silverdale and Muirfield be removed from the City Street Name List, Names for Future Developments, Crown Isle (north side of Ryan Rd); and

That Silverdale Crescent be assigned to the future roadway from Ryan Road, and Muirfield Drive be assigned to the future road from the extension of Crown Isle Boulevard.

SUBDIVISION SERV AGREE-SILVER SAND LAND CORP 3320-20-06517

Moved by Theos and seconded by Presley that Council approve the Subdivision Servicing Agreement for the subdivision of Part of Lot A, Block 72, Comox District, Plan 49168, Except Parts in Plans VIP72302, VIP78220, VIP80915 and VIP82077;

That the required security be provided to the City prior to subdivision approval; and

That the Mayor and Manager of Corporate Administration be authorized to sign all documentation relating to this development.

5.00 REPORTS AND CORRESPONDENCE FOR INFORMATION

HERITAGE MINUTES
Moved by McRae and seconded by Presley that the Heritage Advisory Commission minutes of February 28, 2007 be received for information; and

That the Heritage Advisory Commission recommendation regarding the Courtenay Hotel be forwarded to the City’s Regulatory and Property Services Department.

6.00 RESOLUTIONS OF COUNCIL

INCAMERA
Moved by Presley and seconded by Phelps that under the provisions of Section 90(1)(a)(e) of the Community Charter, notice is hereby given that a Special In-Camera meeting closed to the public, will be held March 5, 2007 at the conclusion of the Regular Council meeting.

8.00 NOTICE OF MOTION

Notice of Motion for the March 12, 2007 regular meeting by Councillor Leonard:

WHEREAS a great many decisions of the City have an impact on climate change;

AND WHEREAS greater public involvement will lead to successful adaptations to our community in response to global warming and will lead to a healthier community;

AND WHEREAS there are always new ways of improving public participation being developed;

THEREFORE BE IT RESOLVED that a “Reach for Excellence in Public Participation” (REPP) Strategy be created and supported as an important strategy for the City of Courtenay.

9.00 NEW BUSINESS

Councillor McRae outlined recent developments regarding the Comox Valley Economic Development Service Review at the Comox Strathcona Regional District.

10.00 BYLAWS

BYLAW NO. 2500

Moved by Presley and seconded by Phelps that “Zoning Bylaw No. 2500, 2007” pass second reading.

Moved by McRae and seconded by Presley that “Official Community Plan Amendment Bylaw No. 2485, 2006” be finally passed and adopted.

BYLAW NO. 2484

Moved by Theos and seconded by Presley that “City of Courtenay Zoning Amendment Bylaw No. 2484, 2006 be finally passed and adopted.

BYLAW NO. 2456

Moved by Presley and seconded by Phelps that “Train Station Heritage Designation Bylaw No. 2456, 2007” be finally passed and adopted.

BYLAW NO. 2492

Moved by McRae and seconded by Presley that “Procedure Bylaw No. 2492, 2007” be finally passed and adopted.

11.00 COUNCIL MEMBER ROUND TABLE 

Councillor Leonard reviewed her attendance as a judge at the Women’s Business Network Showcase.

COUNCILLOR MCRAE Councillor McRae outlined his attendance at the following events: 
- Mature Drivers Road Safety Meeting 
- Fisheries meeting regarding fish stocks 
-  Regional Hospital Board meeting
- Regional District Board meetings

Councillor Phelps outlined his attendance at the Hockey Shootout with the Comox Valley First Responders and Vancouver Canucks Oldtimers.
