Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, March 8, 2010 at 4:00 p.m.

The meeting was called to order at 4:00 p.m.

Moved by Jangula and seconded by Presley that the minutes of the Regular Council meeting held March 1, 2010 be adopted.

4.00 COMMITTEE/STAFF REPORTS
Fire Report
Moved by Theos and seconded by Presley that the Fire Report for February 2010 be received for information.

Zoning Amendment Bylaw No. 2612
Moved by Jangula and seconded by Presley that Council consider the proposed amendments to Zoning Bylaw No. 2500, 2007 to allow a home occupation office use in any zone that allows a residential use, and to amend the parking requirements for churches and places of worship;
That Bylaw No. 2612 (Zoning Amendment Bylaw No. 2612, 2010) be given 1st and 2nd reading; and
That Council direct staff to schedule and advertise a statutory public hearing with respect to Zoning Amendment Bylaw No. 2612, 2010 on April 6, 2010 at 5:00 p.m. in City Hall Council Chambers.

Moved by Theos and seconded by Presley that Council approve the temporary closure of Fifth Street between Cliffe Ave. and Fitzgerald Ave., England Ave. from 5th to 6th St. and Duncan Ave. from the lanes on the north and south sides of Fifth Street from 7:00 a.m. to 9:30 p.m. Friday July 16, 2010;
That four parking spaces in the civic parking lot at 4th and Duncan are set aside for portable toilets; and
That the necessary insurance is provided and the emergency services are advised of the event at least five working days in advance.

Parcel Tax Review Panel
Moved by Ambler and seconded by Presley that Council establish the time and place for the sitting of the Parcel Tax Review Panel as Wednesday, April 28, 2010, at 4:00 p.m. in the Council Chambers.

Bylaw No. 2612 Zoning Amendment
Moved by Leonard and seconded by Presley that “Zoning Amendment Bylaw No. 2612, 2010” pass first and second reading.

Bylaw No. 2604 Zoning Amendment
Moved by Presley and seconded by Leonard that “City of Courtenay Parks, Recreation, Cultural and Seniors Facilities Amenity Reserve Fund Bylaw No. 2604, 2010” be finally passed and adopted.

Note: Councillor Hillian arrived at the meeting and was present for Bylaws 2609 and 2610.
Pursuant to Section 39 (1) of Procedure Bylaw No. 2492, 2007, Bylaw No. 2609 and Bylaw 2610 are to be reconsidered from the March 1, 2010 regular Council Meeting.

Moved by Leonard and seconded by Ambler that “Official Community Plan Amendment Bylaw No. 2609, 2010” pass first and second reading.

Bylaw No. 2610 Affordable Housing Reserve Fund
Moved by Leonard and seconded by Hillian that “City of Courtenay Affordable Housing Amenity Reserve Fund Bylaw No. 2610, 2010” pass first, second and third reading.

Public Hearing Bylaw No. 2609
Moved by Leonard and seconded by Hillian that Council direct staff to schedule and advertise a statutory public hearing with respect to Official Community Plan Amendment Bylaw No. 2609, 2010 on April 6th, 2010 at 5:00 p.m. in Council Chambers.
Carried with Councillor Presley opposed
11.00 COUNCIL MEMBER ROUNDTABLE
Councillor Leonard outlined her attendance at the following events:
- C.V. Water Supply Commission meeting
- Meeting regarding the youth ecological restoration project
Councillor Presley outlined his attendance at the following events:
- Provincial Budget announcement in Victoria
Councillor Presley reviewed the feedback he has received regarding the proposed kitchen waste program.
Councillor Theos outlined his attendance at the following events:
- Solid Waste Management Committee meeting
Councillor Ambler reviewed the feedback he has received from citizens regarding the proposed Farmer’s Market.
Councillor Jangula reviewed the feedback he has received from citizens regarding the proposed Farmer’s Market and kitchen waste program.
Mayor Phelps outlined his attendance at the following events:
- C.V. Water Supply Commission meeting
- Mayor’s Open Door sessions
- Various other meetings and events
Councillor Hillian outlined his attendance at the following:
- Meeting regarding the youth ecological restoration project
- Salvation Army open house
- Women in Jazz night for C.V. Transition Society
Councillor Hillian reviewed that March 8, 2010 is International Women’s Day
