3.00 DELEGATIONS
Betty-Anne Juba, Planning for Plenty 2
Betty-Anne Juba, President of Lush Food Action Society and Chair of Planning for Plenty 2 gave an update on the second stage of the food security project funded by VIHA. She thanked Council for their support, especially Councillor McRae who is a member of the panel. The Society is very thankful for the City providing free meeting space for their monthly meetings.
Len Morrow, Courtenay Airpark Association President
Len Morrow, President of the Courtenay Airpark Association, presented Council with a detailed map showing some long planned improvements to the Airpark. He is seeking Council's support for three separate projects that will improve safety, traffic flow and the movement of both vehicles and aircraft at the airpark. The total estimated costs for these projects is $40,000.00 and they are not asking for any funding from the City.

PAVING AT COURTENAY ARPARK 2380-20
Moved by Jangula and seconded by Phelps that Council approve the request from the Courtenay Airpark Association to install additional pavement at the airpark for safer aircraft and pedestrian movement.
Carried with Councillor Theos opposed

RELEASE COVENANT 4659 WESTERN RD 3320-20-06510
Councillor Leonard declared a potential conflict of interest due to the fact that she lives adjacent to the applicant and left the Chambers at 4:35 p.m.
Moved by McRae and seconded by Phelps that Council approve the release of covenant EX53261 pertaining to Lots A & B, Section 17, Comox District, Plan VIP78808 should all the terms and conditions of the covenant be completed as determined by the Approving Officer;
That the Mayor and Corporate Administration be authorized to sign the applicable release document.

Councillor Leonard returned to the Chambers at 4:36 p.m.
.03 5TH STREET BRIDGE LIGHTING 5400-03 Moved by McRae and seconded by Leonard that the City Operational Services Department work with Fisheries and Oceans Canada to shield the street lights on the Fifth Street Bridge.

.04 STREET NAME- BICKLE 5450-01
Moved by Phelps and seconded by McRae that the name Bickle be placed on the street name reserve list in the City of Courtenay; and
That the Director of Operational write to the applicant and advise that the name Bickle will be placed on the reserve list for a future development in the City of Courtenay.

Moved by McRae and seconded by Theos notice be given to the adjacent property owners of the requested development variance and that the application be returned to Council at the regular meeting on June 11, 2007; and
That subject to public input, Development Variance Permit No. 0705 be issued to Brookmere Investments Inc., Inc. No. 435833, to provide relief from the City of Courtenay Subdivision Control Bylaw No. 1401, 1986 and amendments thereto, to allow construction of a cul de sac as a dead-end roadway, for Lot A, District Lot 158, Comox District, Plan VIP54182, for the road from McDonald Road to the end of the cul de sac, as outlined in Schedule 1.

Moved by McRae and seconded by Phelps that the BC Fire Training Officers Association 32nd Annual Education Workshop Schedule being held in Courtenay be received for information.

VALLEY IDOL PROJECT
Mayor Winchester advised that the 1st Annual Valley Idol Finals are being held Friday, May 18, 2007 at the Sid Williams Theatre. Free tickets are available if Council wishes to attend.

GROWTH MANAGEMENT PROCESS
Motion to Rise and Report
Moved by Jangula and seconded by Phelps to rise and report from the May 7, 2007 InCamera portion of the meeting.

The following resolution was passed at the May 7, 2007 InCamera meeting:
That Council support spending up to $100,000 to fund stages 1 and 2 of the Growth Management Process provided Council agrees to the issues and priorities identified after the completion of stage 1.

Moved by Leonard and seconded by Jangula that "The 2007-2011 Financial Plan Bylaw No. 2496, 2007" be finally passed and adopted.
