The meeting was called to order at 4:00 p.m.
1.00 MINUTES
Moved by Leonard and seconded by Presley that the minutes of the Regular Council meeting held November 10, 2008 and a Special Council meeting held November 10, 2008 be adopted.

4.00 COMMITTEE/STAFF REPORTS
UBCM Community Tourism Phase 2 Grant
Moved by Presley and seconded by McRae that Council support the application to UBCM Community Tourism Phase 2 and accept the terms and conditions as outlined in section 6 of the attached UBCM Tourism Phase 2 Program and Access Guide.

6.00 RESOLUTIONS OF COUNCIL
Cancel Nov 24 Meeting
Moved by McRae and seconded by Jangula that the Committee of the Whole meeting scheduled for November 24, 2008 be cancelled.

7.00 UNFINISHED BUSINESS
Mayor Winchester inquired whether there were any members of the public wishing to make a submission regarding Development Variance Permit No. 0816, and there were none.
DVP No. 0816 Habitat for Humanity
Moved by Leonard and seconded by Theos that Development Variance Permit No. 0816, to vary Section 8.2.7 (3) of the City of Courtenay Zoning Bylaw No. 2500, 2007, the minimum side yard setback provisions of the Residential Two Zone (R-2), from a total of 4.5 metres to a total of 4.32 metres for the property legally described as Lot 1, District Lot 230, Comox District, Plan VIP82641, be issued to Habitat for Humanity Vancouver Island North Society, Inc. No. S-0047474 subject to the following condition:
(a) Development in accordance with the plan contained in Attachment No. 2.

Mayor Winchester expressed her appreciation to Council and staff for their support during her 18 years in office as Councillor and Mayor, and wished the new Mayor and Council success in the future.
