The meeting was called to order at 4:00 p.m.
1.00 MINUTES
Moved by Jangula and seconded by Presley that the minutes of the Regular Council meeting held November 9, 2009 be adopted.
Carried
Mayor Phelps welcomed Councillor Hillian to the Council table. He also wished a happy birthday to Councillor Presley, and thanked City staff for their efforts in the recent flood and subsequent flood preparation.
3.00 DELEGATIONS
1. Jim Matthews, AFC Construction re: Recycling Facility
Jim Mathews, an independent designer representing AFC Construction, reviewed the zoning amendment application to allow a recycling facility at 443 and 493 Puntledge Road.
2. Rick Cook, Silver Sand Land Corporation re: Crown Isle Rezoning
Rick Cook of Jordan Cook Associates representing Silver Sand Land Corporation reviewed the application for an Official Community Plan amendment and zoning amendment for the Crown Isle development.
4.00 COMMITTEE/STAFF REPORTS

Moved by Hillian and seconded by Presley that the report from the Chief Election Officer regarding the 2009 Councillor by-election be received.

Moved by Jangula and seconded by Theos that the Committee of the Whole meeting scheduled for December 28, 2009 be cancelled.

Water Update
Moved by Theos and seconded by Presley that the report from the Director of Operational Services regarding the City Water Supply be received for information.

Recycling Facility Rezoning Puntledge Road
Moved by Jangula and seconded by Presley that Council direct municipal staff to schedule and advertise a statutory public hearing with respect to Zoning Bylaw Amendment No. 2586, 2009 on December 9, 2009 at 5:00 p.m. in City Hall Council Chambers.

OCP/Zoning Amendment Crown Isle
Moved by Ambler and seconded by Presley that Council consider giving first and second reading to Official Community Plan Amendment Bylaw No. 2596, 2009; and
That Council consider giving first and second reading to Zoning Amendment Bylaw No. 2597, 2009.
Carried with Councillor Leonard opposed
NOTE: Councillor Theos left the Council meeting at 5:20 p.m. and was not present for the vote regarding Bylaws 2596 and 2597.

Moved by Leonard and seconded by Presley that the Police Report for October 2009 be received for information.

Mayor Phelps reviewed the notice regarding the Local Government Leadership Academy in June 2010.

Bylaw No. 2596 OCP Amendment Crown Isle
Moved by Presley and seconded by Jangula that “Official Community Plan Amendment Bylaw No. 2596, 2009” pass first and second reading.

Bylaw No. 2597 Zoning Amendment Crown Isle
Moved by Presley and seconded by Jangula that “Zoning Amendment Bylaw No. 2597, 2009” pass first and second reading.
