Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Tuesday, October 13, 2009 at 4:00 p.m.

The meeting was called to order at 4:00 p.m. 
1.00 MINUTES 
 
           Moved by Presley and seconded by Ambler that the minutes of the Regular Council meeting held October 5, 2009 be adopted.

3.00  DELEGATIONS
 
1.         Dave Fletcher – St. John Ambulance
 
Dave Fletcher made a presentation to Council regarding the St. John Ambulance Therapy Dog Program.
 
4.00  COMMITTEE/STAFF REPORTS

Fire Report
            Moved by Presley and seconded by Leonard that the Fire Report for September 2009 be received for information.

5.00  REPORTS AND CORRESPONDENCE FOR INFORMATION
 
Police Report
             Moved by Presley and seconded by Ambler that the Police Report for September 2009 be received for information.

6.00  RESOLUTIONS OF COUNCIL
 
Incamera Meeting
 
            Moved by Presley and seconded by Theos that under the provisions of Section 90(1)(e) of the Community Charter, notice is hereby given that a Special In-Camera meeting closed to the public, will be held October 13, 2009 at the conclusion of the Regular Council Meeting.

9.00  NEW BUSINESS
 
Ccouncillor Leonard Re:  Daycares
             Moved by Leonard and seconded by Theos that Council write to senior governments to alert them to the financial challenges facing daycares in our community, resulting in repeated requests for property tax exemptions;
 
That senior governments be informed that we, as a local government, are challenged to equitably support all daycares, whether for profit or not, and whether in home or institutions; and
 
That Council request that senior governments address this issue by instituting equitable programs to adequately support daycares to ensure that people, especially low income earners, can afford to work in our community.

            Moved by Leonard and seconded by Theos that the above resolution be forwarded to the AVICC, UBCM, and FCM.

Councillor Leonard Re: Crack Cocaine Harm Reduction
 
            Moved by Leonard and seconded by Theos that Council write to the province to support more funding for drug treatment and express Council’s opinion that the harm reduction program is not in lieu of treatment.
Carried with Councillors Ambler and Theos opposed
 
10.00  BYLAWS
 
Bylaw No. 2588 Tax Exemption
            Moved by Presley and seconded by Theos that “Tax Exemption 2010 Bylaw No. 2588, 2009” be finally passed and adopted.

Bylaw No. 2589 Churches Tax Exemption
             Moved by Theos and seconded by Presley that “Churches Tax Exemption 2010 Bylaw No. 2589, 2009” be finally passed and adopted.

2010-2014 Tax Exemption     
            Moved by Theos and seconded by Presley that “2010-2014 Tax Exemption Bylaw No. 2590, 2009” be finally passed and adopted.

11.00  COUNCIL MEMBER ROUNDTABLE
 
Mayor Phelps reviewed his attendance at the Volunteer Appreciation Dinner and CV Sustainability workshop with Council

Councillor Leonard reviewed her attendance at the Cycling Task Force Meeting
 
Councillor Theos reviewed his attendance at the Community Justice Centre Committee Meeting
 
Councillor Ambler provided an update regarding the Public Safety Building

            Moved by Presley and seconded by Theos that the meeting now adjourn at 4:54 p.m.
