The meeting was called to order at 4:00 p.m.
1.00 MINUTES
Moved by Phelps and seconded by Presley that the minutes of the Regular Council meeting held October 6, 2008 and Special Council meeting held October 9, 2008 be adopted.

2.00 INTRODUCTION OF LATE ITEMS
Mayor Winchester approved the addition of two late items to the agenda.
4.00 COMMITTEE/STAFF REPORTS
MTI & Second Hand Dealers Bylaws
Moved by Presley and seconded by Jangula that “Municipal Ticket Information Amendment Bylaw No. 2557, 2008” and “Second-Hand Dealers Amendment Bylaw No. 2558, 2008” proceed to first, second and third reading.

Glacier View Storm Pond
Moved by Leonard and seconded by Jangula that the report from the Director of Operational Services regarding the Glacier View Storm Pond be received for information.

Virl Levy for 2009
Moved by Leonard and seconded by Theos that Council approves amending the formula for the Vancouver Island Regional Library on a one time basis for 2009, by recording the City of Campbell River as the population level indicated by BC Stats regular estimates, and by prorating both the Comox Valley Regional District and the Strathcona Regional District up to the level indicated by BC Stats regular estimates.

Moved by McRae and seconded by Phelps that the Police Report for September 2008 be received for information.

Moved by Leonard and seconded by Phelps that the letter from the Ministry of Community Services advising that a grant of $10,000 has been approved for the Rail with Trail Feasibility Study be received for information.

Ambulance Paramedics of BC
Moved by Presley and seconded by McRae that the letter from the Ambulance Paramedics of B.C. be received for information.

Sid Williams Theatre
Councillor Jangula clarified that the City provided $125,000 to the Sid Williams Theatre in 2007 which is identified as Management Fees.
170 Centennial Dr.
Councillor Phelps clarified comments that he made at the last Council meeting regarding the development application for 170 Centennial Drive which was reconsidered at the request of Mayor Winchester.
10.00 BYLAWS
Bylaw No. 2557 MTI Amendment
Moved by Leonard and seconded by Phelps that “Municipal Ticket Information Amendment Bylaw No. 2557, 2008” be amended to include all necessary provisions for a $500 fine applicable to prohibited discharges in section 2.8 (a)(b)(c) of “Storm Sewer Bylaw No. 1402, 1986.”
