Minutes of a Regular Council Meeting held in the City Hall Council Chambers, Courtenay B.C., on Monday, September 14, 2009 at 4:00 p.m.

The meeting was called to order at 4:00 p.m.
1.00 MINUTES
Moved by Presley and seconded by Jangula that the minutes of the Regular Council meeting held September 8, 2009 be adopted.

2.00 INTRODUCTION OF LATE ITEMS
Mayor Phelps approved the addition of one late item to the agenda.
4.00 COMMITTEE/STAFF REPORTS
Harmonized Sales Tax
Moved by Leonard and seconded by Presley that the report from the Director of Financial Services regarding the HST be received for information.

Phased Strata 1500 Cumberland Road
Moved by Presley and seconded by Jangula that Council approve the covenant and easement document for the phased strata of Lot 1, District Lot 96, Comox District, Plan VIP84477;
That the required documents be provided to the City prior to approval of the first phase of the strata;
That the developer’s solicitor or BC Land Surveyor provide a letter of undertaking to register the easement document and covenant concurrently with the phased strata plan; and
That the Mayor and Manager of Corporate Administration be authorized to sign all documentation relating to this development.

City of Burnaby re: Non Payment of Industrial Taxes
Moved by Presley and seconded by Ambler that the letter from the City of Burnaby regarding the non-payment of industrial taxes be received for information.

Moved by Presley and seconded by Theos that that the letter from the Strathcona Regional District regarding the de-staffing of lightstations be received for information.

Bylaw 2588 Tax Exemption 2010
Moved by Presley and seconded by Jangula that “Tax Exemption 2010 Bylaw No. 2588, 2009” pass first, second and third reading.

Bylaw 2589 Churches Tax Exemption
Moved by Theos and seconded by Jangula that “Churches Tax Exemption Bylaw No. 2589, 2009” pass first, second and third reading.

Moved by Theos and seconded by Presley that “2010-2014 Tax Exemption Bylaw No. 2590, 2009” pass first, second and third reading.

Moved by Presley and seconded by Theos that “Zoning Amendment Bylaw No. 2587, 2009” be finally passed and adopted.

Ø Comox Valley Economic Development Society quarterly meeting
Mayor Phelps reviewed his attendance at the Fetal Alcohol Symposium at Simms Millennium Park
