The meeting was called to order at 4:00 p.m.
1.00 MINUTES
Moved by Presley and seconded by Theos that the minutes of the Regular Council meeting held September 14, 2009 be adopted.

2.00 INTRODUCTION OF LATE ITEMS
Mayor Phelps approved the addition of one late item to the agenda.
Cancel Meeting
Moved by Leonard and seconded by Ambler that the Committee of the Whole meeting scheduled for September 28, 2009 be cancelled.

3.00 DELEGATIONS
1. Ron Webber re: Courtenay Legion Mural
Ron Webber reviewed the plans by the Royal Canadian Legion Branch 17 to create a commemorative mural on the north wall of the Sid Williams Theatre.

Moved by Jangula and seconded by Presley that Council authorize the Royal Canadian Legion Branch 17 to proceed with the creation of the mural.

2. Dr. Charmaine Enns, Medical Health Officer, Sarah Sullivan and Heidi Exner, AIDS Vancouver Island re: Crack Cocaine Pipe Education and Harm Reduction Program
Dr. Charmaine Enns, Sarah Sullivan and Heidi Exner reviewed the proposal by AIDS Vancouver Island for a Crack Cocaine Pipe Education and Harm Reduction Program.
Crack Cocaine Harm Reduction Program
Moved by Ambler and seconded by Leonard that Council write a letter to the Vancouver Island Health Authority in support of the proposed Crack Cocaine Pipe Education and Harm Reduction Program.

Pandemic Prevention
A discussion was held regarding City of Courtenay preparations for a potential influenza pandemic.
Dr. Charmaine Enns provided information regarding the H1N1 virus including vaccination and prevention plans.
5.00 REPORTS AND CORRESPONDENCE FOR INFORMATION
Police Report
Moved by Presley and seconded by Theos that the Police Report for August 2009 be received for information.

6.00 RESOLUTIONS OF COUNCIL
In Camera Meeting
Moved by Presley and seconded by Theos that under the provisions of Section 90(1)(e) of the Community Charter, notice is hereby given that a Special In-Camera meeting closed to the public, will be held September 21, 2009 at the conclusion of the Regular Council Meeting.
