The City

The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. Accessible by land, sea or air, Courtenay is a culturally diverse community that offers supernatural beauty at its doorstep. The City (approximate population 25,000) is the urban and cultural hub of the larger community, the Comox Valley (approximate population 65,000).

The City is governed by a Mayor and six Councillors. The Chief Administrative Officer (CAO) is responsible to Council for managing all City operations. The Opportunity

A limited term opportunity exists for a solutions-oriented and community-minded individual to join the Corporate Support Services Department as the Manager of Bylaw Services.

The Manager of Bylaw Services is responsible for developing regulatory tools, organizing, planning, directing and coordinating the operations of the Bylaw Services Division, including the supervision of staff. The position will provide leadership on safety related initiatives and maintain positive and collaborative relationships with the community, key stakeholders, and internal departments.

The Manager of Bylaw Services will proactively foster dialogue between bylaw and support service non-profits, vulnerable populations and the community. The position leads sensitive investigations, responds to complex and serious complaints regarding alleged bylaw infractions, determines enforcement approaches, maintains and analyzes bylaw data and information, prepares reports for Council, liaises with external legal counsel as necessary and assists the Director of Corporate Support Services on annual budgeting processes. 

The Successful Candidate Will Have: 

  • A bachelor’s degree in public safety or related discipline or diploma in public or business administration supplemented by specialized training in municipal law and regulation, law enforcement and/or community safety
  • Bylaw Enforcement and Investigative Skills Certificate - Level 11 or equivalent combination of education and experience
  • Minimum 5 years’ experience in municipal bylaw or law enforcement, with at least 2 years in a supervisory or management role overseeing bylaw compliance (an equivalent combination of education and experience may be considered)
  • Thorough knowledge of the acts and regulations pertaining to local government such as the Community Charter, Local Government Act, Evidence Act, Police Act and Freedom of Information and Protection of Privacy Act
  • Thorough knowledge of municipal and provincial regulations relating to bylaw enforcement and sound knowledge of court proceedings
  • Exceptional interpersonal, communication (written and oral), conflict resolution and mediation skills
  • Strong ability to interpret and apply City bylaws, associated regulations, policies and procedures, together with a good knowledge of courtroom and prosecutorial procedures
  • Sound knowledge of budget preparation and control
  • Considerable knowledge of computer systems and software, including the ability to work at an intermediate level with Office Suite.
  • Strong organizational, time-management, research, analytical, problem solving and decision making skills
  • Ability to read, produce, analyze and interpret statistical data
  • Ability to effectively delegate tasks, manage priorities and meet deadlines
  • Ability to plan, assign and direct the work of personnel and lead, coach and motivate staff in a team environment
  • Ability to apply tact and diplomacy in working effectively with staff and the public in sensitive and sometimes confrontational situations
  • Valid BC Class 5 Drivers License
  • Criminal Records Check
  • Training in emergency management, local government administration, leadership, mental health/ addictions and/ or trauma informed practice considered an asset.

This is a full-time limited term position available immediately. 

The employment term for this position may be for up to two (2) years with an opportunity for extension up to one (1) additional year.
