The Opportunity

Reporting to the Director of Financial Services, the Manager of Purchasing  is responsible for developing, overseeing and providing supervision for the City’s procurement function; managing the Purchasing Division including the purchase of all services, materials, equipment, and supplies ensuring the goods and services are delivered when required and at the best value.  This position is also responsible for the disposal of all City assets other than land and provides risk management support.

This position will develop and implement purchasing policies and cost-reduction strategies, prepare or oversee competitive processes including tenders and RFPs, maintain appropriate insurance requirements for the City, oversee the vendor management program, coordinate the City’ claims management for City property damage incidents, provide guidance and training to City staff on risk management, manage staff, develop Purchasing Division budget, manage expenditures, prepare reports for Council and Senior Staff and attend Council Meetings as required. The successful candidate will develop collaborative relationships within the broad procurement community and establish and maintain effective working relationships with vendors, contractors, the general public and all levels of City staff.

The Successful Candidate Will Have: 

  • A degree in Commerce, Business Administration or minimum two year diploma in Supply Chain Management or other related field from a recognized educational institution.
  • Membership in Supply Chain Canada(SCC) and /or National Institute of Government Purchasing (NIGP)
  • Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) designation
  • Training in the use of contract documents through the Master Municipal Construction Documents Association
  • A Public Sector Procurement Program Certificate is considered an asset.
  • Minimum 5 years’ progressive public procurement work experience including designing, developing and implementing best practices sourcing and leading complex procurement projects, including risk and claims management. Local government experience is preferred
  • Minimum 2 years supervisory experience.
  • Thorough knowledge of the Goods and Services Tax and Provincial Sales Tax Acts, , Local Government Act, Community Charter and various Free Trade Agreements
  • Extensive knowledge of contract law, laws of competitive bidding, bonding, insurance and government legislation and / regulations relating to public purchasing functions
  • Thorough knowledge of financial management systems including purchasing, budgeting and inventory management modules
  • Considerable knowledge and demonstrated ability in the use of contract documents through the Master Municipal Construction Documents Association
  • Extensive knowledge of e-commerce solutions and strategic sourcing
  • Strong Excel application skill and Word use for business applications
  • Strong skill in insurance and property claims management
  • Strong customer service, interpersonal, communication, negotiation, organizational, time management, analytical, problem solving and decision making skills
  • Ability to plan, assign and direct the work of personnel and lead, coach, and motivate staff in a team environment
  • Ability to deal courteously, tactfully and diplomatically with the public, vendors, and City staff
    • Valid BC Class 5 Drivers License
    • Criminal Records Check
