Description:

The City of Courtenay invites applications for the part-time position of "Bylaw Enforcement / Animal Control Officer” in the Bylaw Services Division of the Corporate Services Department. This union position is subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.

Bylaw Services works closely with community partners and residents to provide a service that is respectful, compassionate, and in tune with social issues and their root causes.  The goal of Bylaw Services is to achieve compliance through awareness and education, and when required through the appropriate enforcement activities (i.e., issuing tickets, conducting remedial action, court activities, etc.).

Bylaw Enforcement/Animal Control officers have strong community awareness and interpersonal skills, can build relationships, communicate effectively with a variety of personality types, work independently and as part of a team, resolve conflict and seek resolutions through discussion and de-escalation approaches, apply a trauma and culturally informed practice lens, understand mental health conditions and how they present in the community, and apply best practice investigative skills.

Working collaboratively, bylaw enforcement officers conduct inspections and investigations under various statutes and prepare the appropriate documentation in order to achieve compliance to help build strong communities.

MINIMUM REQUIREMENTS

  • Grade 12 or equivalency
  • Level 1 Advanced Bylaw Enforcement and Investigative Skills Certificate or equivalent combination of education and experience
  • Valid BC Class 5 Drivers License
  • Some (1-2 year) experience in municipal bylaw, law enforcement or other related regulatory and enforcement
  • Some (1-2 years) experience with the policies and procedures relating to animal bylaws and licensing regulations
  • Some knowledge of municipal and provincial regulations relating to bylaw enforcement and sound knowledge of court proceedings
  • Some knowledge of the methods, procedures and equipment used in the catching, care and handling of vicious, stray, sick and maimed animals. 
  • Strong compassion, empathy, situational awareness and sensitivity to community issues such as homelessness and mental health issues including the ability to implement bylaw requirements in a professional, respectful, fair, reasonable, and non-discriminatory manner.

This is a regular part-time position.

The 2024 hourly wage rate is $35.55.  The normal work week and workday will include Monday through Sunday, 7:00 a.m. to 6:00 p.m.
