The Opportunity

This is a role that requires the ability to establish and maintain effective working relationships with elected officials, colleagues across the organization and the public. Reporting to the Director of Corporate Services, the Manager of Legislative Services is an integral part of the Corporate Services Management team and performs the duties of the Deputy Corporate Officer and the Corporate Officer in their absence. This position is responsible for running Council, Committee, and Public Hearing meetings; the management of municipal bylaws and policies; information, file and record management in accordance with legislative requirements; Chief Election Officer duties; the City cemetery; claim processes; and Freedom of Information Requests.  This position directly manages all staff within the Legislative Services Division.

Minimum Requirements

  • Degree in Business Administration, Public Administration, Local Government Administration, Political Science or an equivalent combination of education and experience
  • Certified Municipal Clerk
  • Certificate in Local Government Service Delivery or higher preferred
  • Valid BC Class 5 Drivers License
  • Criminal Records clearance
  • Minimum of 6 years of progressive experience in a local government setting in the area of Legislative or Corporate Services, with at least 4 years of management experience.
  • Thorough knowledge of the role and function of local government, the Local Government Act, Community Charter, Freedom of Information and Protection of Privacy Act, the Election Act, and other legislation and regulations which apply to this position and able to provide advice to the CAO and Senior Leadership Team on referenced legislation.
  • Thorough knowledge of Roberts' Rules of Order and the Council Procedure Bylaw
  • Extensive supervision, leadership, team and relationship building skills and the ability to effectively communicate with staff, the public, and Council.
  • Considerable knowledge and experience with records and information management principles and practices, and related processes and systems, e.g. BC Local Government Management Association (LGMA) records management program.
  • Skill in dealing openly, tactfully and sensitively in a variety of situations and responds effectively to emotional triggers in self and others. Influences by appreciating what’s meaningful to others, and can build trust and common understanding.  Employs a high degree of social awareness and skill in interactions with others.
  • Proficient with MS Office Programs, including Word, Excel, Outlook, and Power Point
  • Superior interpersonal, communication (oral & written), organizational, time-management, research, analytical, problem solving, and decision-making skills
  • Considerable knowledge of public relations and/or organizational communication strategies
  • Sound knowledge of budget preparation and control
  • Ability to effectively, manage priorities and meet statutory and council deadlines
  • Ability to read and interpret legislation and legal opinions, carry out research, prepare complex reports, correspondence and other documentation.
  • Ability to apply tact and diplomacy in working effectively with elected officials, staff, media and the public
