The City of Courtenay invites applications for a temporary position of "Engineering Technologist” in the Capital Projects Division of the Infrastructure and Environmental Engineering Services Department. This is a union position subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.
The Infrastructure and Environmental Engineering Services Department is comprised of three divisions: Capital Projects, Environmental Management, and Asset Management. The Department is responsible for the planning, design, construction, supervision and contract administration of capital projects. It also develops and maintains the long-term master plans to ensure that a sufficient level of service is sustained over time. The Department is also responsible for developing and implementing City standards and specifications.
The Capital Projects Division is responsible for overseeing the planning, design, construction of capital projects. This involves directing and supporting projects’ external service providers; tracking and planning/managing project schedules, monitoring and controlling project budgets; coordinating community engagement during capital projects and overseeing the project construction.
The Engineering Technologist, working with the Manager of Capital Projects, provides project management services on multiple projects simultaneously and at various stages of the project management process. This involves directing and supporting projects’ external service providers; tracking and monitoring project budgets; reviewing and critiquing drawings and reports; and attending construction sites during the construction of projects. The Technologist also assists with public inquiries, stakeholder engagement and bylaw development., which may involve reviewing existing City policies and investigating potential solutions.
MINIMUM REQUIREMENTS
- Diploma in Civil Engineering Technology from a recognized educational institution, or equivalent academic training and experience.
- Valid BC Class 5 Drivers License.
- Eligible for membership in Applied Science Technologists and Technicians of BC with the designation of AScT.
- Criminal Records Check.
- Considerable (3 - 5 years) in civil/municipal engineering field specifically related to project management and contract administration.
- Sound experience in the use of MS Office, GIS, AutoCAD and related software, and survey instruments.
- Some experience in environmental assessment, permitting, or climate change adaptation and traffic/transportation engineering is considered an asset.
Knowledge, Skills and Abilities:
- Thorough knowledge of civil engineering principles, terminology, practices and techniques
- Considerable knowledge of legislated civil construction codes and regulations
- Strong organizational, interpersonal and communication skills
- Strong office computer skills: MS Office, MS Project, AutoCAD
- Ability to deal with contractors and consultants in a professional and timely manner
- Ability to interpret and apply regulations, bylaws, policies, procedures, engineering design standards and specifications
- Ability to work well as part of a team and independently
- Physical ability to stand and walk frequently throughout the day; occasionally attend and inspect construction sites including climbing in and out of ditches and trenches; ability to work in inclement weather.
The current (2024) hourly wage rate is $40.33; workweek is 35 hours, Monday to Friday. This is a full-time position; start date to be determined.
