The Corporation of the City of Courtenay was established in 1915 to deliver municipal government services to the community. The City Manager/CAO who reports to Council manages the Corporation. Seven Departments report to the City Manager including Corporate Services, Financial Services, Development Services, Recreation, Community & Cultural Services, Infrastructure and Environmental Engineering, Operations, and the Fire Department.
The Infrastructure and Environmental Engineering Department is comprised of three divisions: Capital Projects, Environmental Management, and Asset Management. The Asset Management Division is responsible for the development and maintenance of the City’s Asset Management Plan and asset registers; providing support to corporate asset management goals as well as support to other City departments in asset, financial, and workplan planning. The Asset Management division provides information to support decision making by other groups, and leads the City’s Asset Management Working Group.
POSITION SUMMARY
Manages the staff in the Asset Management division and is responsible for the development of the City’s Asset Management Plan and ongoing management of the overall Asset Management program of the City. Leads condition assessments and develops written documentation related to Asset Management, including Asset Management Plans for City assets. Assesses asset management activities and ensures asset registers and other databases are up to date. Oversees the provision of resources and information to other divisions required to maintain the City’s assets, and works with Financial Services to support the financial planning needed for maintenance and replacement of the City’s assets.
The Successful Candidate Will Have:
- Diploma in Technology from a recognized Institute of Technology, or equivalent combination of training, experience, and education.
- Training in “National Asset Management Strategy (NAMS)” preferred.
- Additional training/certification in Asset Management.
- Member in good standing with ASTTBC preferred.
- Valid BC Class 5 driver's license
- Criminal Record Check
- Considerable (7 years) experience developing asset management programs
- Some (3 years) experience with Natural Asset Management
- Experience managing in a unionized workplace
- Asset management experience: condition assessments, database development and management, risk assessment, project/investment prioritization, strategic and long-range planning, financial planning, etc.
- Considerable knowledge and background in capital and operational budget preparation
- Considerable knowledge of the Local Government Act, Land Titles Act, Community Charter and other legislation as it relates to the responsibilities and limitations of a municipality
- Considerable knowledge of the Worker’s Compensation Act and OH&S regulations and other applicable legislation.
- Strong interpersonal, communication, presentation, facilitation, problem solving, decision making, and general management skills
- Strong computer skills relating to Asset Management Software, GIS, databases, and Microsoft Office Suite software
- Ability to lead, coach, and motivate staff in a team environment
- Ability to establish and maintain effective working relationships with representatives of government, consultants, developers, the general public and City staff
