The Opportunity

Reporting to the Director of Development Services, the Manager of Development Engineering Services oversees the subdivision and development engineering division and review of engineering plans that support new development and infill for subdivision, land development applications and building permit.  This position is to manage the preliminary layout review, the requirements and conditions of the PLR, ensure applicable bylaws such as the SDS Bylaw along with provincial and federal legislation; and fulfills the statutory duties of the Approving Officer/Deputy Approving Officer.

The Engineering Technologist positions report directly to the Manager of Development Engineering Services.

Minimum Requirements

  • Degree in civil engineering from a recognized educational institution;
  • Professional Engineer designation Peng;
  • Member in good standing with APEGBC;
  • Valid BC Class 5 driver's license;
  • Considerable (5 - 7 years) post P. Eng. experience in the fields of land development and municipal engineering, some of which should be in a local government environment;
  • Two plus years as a Deputy Approving Officer/Approving Officer;
  • Experience in updating a SDS Bylaw;
  • Understanding of the Professional Reliance Model, MMCD, Construction;
  • Administration, alternative solutions and legal document preparation;
  • Considerable knowledge of current civil engineering best principles and practices as applied to planning, sustainability, climate action, design, construction and maintenance of municipal infrastructure;
  • Considerable knowledge of the Local Government Act, Land Titles Act, Strata Act, Community Charter and other legislation as it relates to subdivision of land in a municipal setting;
  • Considerable knowledge and background in project and contract management
  • Considerable knowledge and background in capital and operational budget preparation and control;
  • Strong interpersonal, communication, presentation, facilitation, negotiation, problem solving, decision making, and general management skills;
  • Problem solver and creative thinking;
  • Strong computer skills relating to Microsoft Office Suite software;
  • Ability to establish and maintain effective working relationships with representatives of government, business, consultants, developers, the general public, City staff and Council members.

 

COMPLEMENTARY ASSETS:

  • Completion of LGMA/MATI Approving Officer training course;
  • Participation in professional committees or task forces;
  • Other related certificates relating to environmental, climate, sustainability, transportation, modelling and asset management.
