The Manager of Operational Projects will be responsible for providing capital program oversight to meet the project delivery goals of the Operational Services Department. Reporting to the Director of Operational Services, and working closely with the Manager of Public Works, the incumbent will use project management best practices to budget, plan, design, and build capital projects in a safe, cost effective, collaborative, and timely manner. This position provides a unique opportunity for an organized, motivated, and progressive candidate to join a collaborative team at the City of Courtenay.
The Successful Candidate Will Have:
- Minimum of 10 years of experience in managing the delivery of municipal capital projects, with preference to experience within British Columbia using MMCD
- University degree in engineering with P.Eng designation, or equivalent combination of experience and education
- PMP designation, or eligible to meet the requirements
- Valid Class 5 driver's license
- Verification of a criminal record check which meets criteria for this position
- Refined management, supervisory, leadership, and interpersonal skills with a demonstrated ability to foster a collaborative team environment
- Thorough knowledge of current engineering principles and regulatory requirements as applied to planning, design, construction, and maintenance of municipal infrastructure.
- Extensive knowledge and background in project management and contract administration, including significant experience with complex and structured public procurement processes
- Proficiency in capital and operational budget preparation, controls, and financial reporting requirements
- Considerable knowledge of the Local Government Act, Land Titles Act, Community Charter and other legislation as it relates to the responsibilities and limitations of project management in a local government setting.
- Ability to simultaneously manage multiple capital projects in accordance with applicable bylaws and regulations as well as with municipal policy and procedural guidelines
- Demonstrates empathy and consideration when addressing confidential situations and sensitive matters.
- Desire to work collaboratively with all project proponents to complete capital projects.
- Create and maintain frameworks that ensure an ongoing high level of personal and staff accountability for deliverables
- Ability to establish and maintain effective, proactive and collaborative working relationships with representatives of local government, consultants, the general public, City staff, Mayor and Council
- Experience working in a unionized environment achieving strategic directives and providing proactive management of staff
Complementary Assets:
- Master Municipal Construction Document Association (MMCD) training or certification
- Local Government Management Association (LGMA) training or certification
- International Association of Public Participation (IAP2) training or certification
- Asset Management training or certification
- Training in Emergency Management (Incident Command Systems, EOC Essentials).
This is a full-time, union-exempt position; start date to be determined. Salary: $107,120 to $121,727 (Pay Band 8).
