Description:

The Public Works Services Department is responsible for overseeing the ongoing operation and maintenance of all infrastructure assets within the City of Courtenay. The department is comprised of five divisions: Transportation Maintenance, Utilities Maintenance, Parks Maintenance, Civic Properties Maintenance and Asset Management Technical Services.

The Utilities Maintenance Division is responsible for the operation, maintenance, construction and emergent repair of the City’s water distribution, wastewater collection and storm water conveyance systems. In addition, it is also responsible for the contract administration of the solid waste services program and contributes to both short and long-term planning for the City’s infrastructure, services and capital asset renewals.

The Opportunity

The Manager of Solid Waste Services manages the day-to-day operations of the Solid Waste Collection Service and provides technical and administrative work planning, coordinating and directing programs. These responsibilities include managing all aspects of the service, such as representing the City in stakeholder meetings, managing and negotiating collection contracts, contract administration, managing projects and budgets, and reporting to Council. Develops and implements practices, procedures and programs to ensure the effective, efficient and sustainable delivery of services. The incumbent requires excellent leadership and supervisory skills, demonstrated experience and proficiency in contract negotiation, strong problem-solving and analytical skills, and budget management and project management experience. In addition, exceptional written and verbal communication skills are essential for this role. Considerable independent judgment and action is exercised.

The Successful Candidate Will Have: 

  • Post-secondary diploma or degree in environmental studies; and/or a related discipline from a recognized educational institution.
  • Certification from Solid Waste Association of North America (SWANA), zero waste principle & practices, managing integrated solid waste management systems, or the commitment to achieve certification is required.
  • Valid BC Class 5 driver's license
  • Criminal Record Check
  • Significant (7 - 10 years) experience in in municipal infrastructure, project management and OH&S with at least five (5) of those years in project management and supervising or managing crews in a unionized environment or an equivalent combination of education and experience.
  • Considerable degree of knowledge of solid waste management practices and trends and applicable waste resources and technology, including composting, transfer station operation and curbside collection programs.
  • Extensive knowledge of provincial environmental and waste management regulations, and local bylaws.
  • A high degree of knowledge of solid waste management practices and trends and applicable waste resources and technology, including composting, transfer station operation and curbside collection programs.
  • Considerable knowledge of the Worker’s Compensation Act and OH&S regulations and other applicable legislation.
  • Considerable knowledge and background in project management and contract administration
  • Considerable knowledge and background in capital and operational budget preparation and control
  • Strong interpersonal, communication, presentation, problem solving, decision making, leadership and general management skills
  • Strong computer skills relating to Microsoft Office Suite software.
  • Ability to lead, coach, and motivate staff in a team environment
  • Ability to establish and maintain effective working relationships with representatives of government agencies, community and business groups, contractors, the general public, and City staff.

COMPLEMENTARY ASSETS:

  • Training in Emergency Management (Incident Command, EOC Essentials). 

This position starts immediately until December 31, 2023 with the possibility of extension.
