The City

The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. Accessible by land, sea or air, Courtenay is a culturally diverse community that offers supernatural beauty at its doorstep. The City (approximate population 28,000) is the urban and cultural hub of the larger community, the Comox Valley (approximate population 72,000).

The City is governed by a Mayor and six Councillors. The City Manager (CAO) is responsible to Council for managing all City operations. Seven departments report to the City Manager including Corporate Services, Development Services, Engineering Services, Financial Services, Public Works Services, Recreation, Culture & Community Services and the Fire Department. 

The Corporate Services Department is responsible for the management and administration of civic elections, the business of City Council and its committees, business license and bylaw enforcement, civic cemetery, and the City’s centralized communications, legal matters, and records management system including the protection of and access to City records under the FOIPPA. The department is also responsible for directing information technology systems and practices, and is the liaison to the Comox Valley RCMP Detachment regarding community policing services.

The Information Technology Division is responsible for all of the computerized information systems, GIS, and mapping activities undertaken by the City including planning, development, evaluation and implementation of new computer hardware and software, peripherals and other information technology, and the repair and maintenance of existing systems.

The Opportunity

The successful candidate is responsible for assisting in the development and implementation of IT policies, procedures and processes.  They are also responsible for the co-ordination of all computers, networks, servers and related systems including network security, secured access to confidential information, data integrity, and system audits.  This position also manages IT technical staff.

The Successful Candidate Will Have: 

  • Degree or diploma in computer science, or an equivalent combination of education and experience.
  • CCNA or equivalent with 3-5 years’ experience.
  • VOIP certification or equivalent experience an asset
  • Valid BC Class 5 Drivers License
  • Microsoft Office 365 experience/certification.
  • Considerable (5 – 7 years) experience in planning, implementing, and maintaining information technology systems including local area and wide area network systems with sound experience at a senior technical level
  • Extensive knowledge in network systems, software and hardware technology, and in the design, development, installation, repair and maintenance of computer systems
  • Experience managing and migrating users to an Office365 environment
  • DNS experience
  • SSL certification management
  • Experience managing VOIP systems
  • Experience using powershell scripting an asset
  • Experience with Active Directory management
  • Experience working in virtualized and hyper-converged environments
  • Some knowledge and background in budget preparation and control
  • Strong organizational, time management, analytical and problem-solving skills
  • Strong interpersonal, communication, and general management skills
  • Ability to effectively function with ever-changing deadlines and priorities
  • Ability to lead, coach and motivate staff in a team environment
  • Ability to deal effectively with all levels of City staff
  • Physical ability to occasionally work in awkward positions, lift heavy items such as computer equipment, use small hand tools, climb ladders and carry out work on rooftops.
