The City of Courtenay invites applications for the position of "Procurement Specialist 1”. This is a full-time, union position subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.
The Procurement Specialist I will be adept at establishing and maintaining various interest-holder relationships. The successful candidate will be customer-service-focused and adaptable, with a track record for problem-solving on procurement matters. In addition, proven written and verbal communication skills and thorough knowledge of purchasing principles, practices and methods, contract law, risk management and business procedures are required.
This intermediate supply management position requires independent judgement and action within the framework of established policies, standards and budget constraints.
Duties include:
- assessing business needs,
- performing research/analysis of products/services,
- consulting with end users,
- data analysis,
- report writing, and
- overseeing the competitive bid process.
MINIMUM REQUIREMENTS
- Diploma or Degree in a business-related field from a recognized educational institution or equivalent combination of education and experience.
- Courses toward or completion of the Certified Supply Chain Leader (CSCL), Supply Chain Management Professional (SCMP) OR Certified Professional Public Buyer (CPPB) or equivalent.
- Criminal Record Check
- Sound (two to three years) purchasing-related experience and contractual practices, preferably in the public sector.
- Strong knowledge of current purchasing methods and best practices, competitive processes, and the legislation and regulations relating to purchasing activities.
- Proficient in operating standard office equipment and utilizing essential computer software programs, including Microsoft Office Suite (Word, Excel, Outlook), to efficiently perform procurement-related tasks Strong customer service, interpersonal, communication, negotiation, organizational, time management, analytical, computer and keyboarding skills.
- Ability to read and have a general understanding of technical and legal documents and government regulations.
- Ability to effectively multi-task and meet deadlines.
- Ability to work well as a member of a team and independently.
- Ability to deal courteously, tactfully and diplomatically with vendors, contractors, the general public and City staff
