Description:

The City of Courtenay invites applications for the temporary, full-time position of "Programmer Analyst” in the Information Technology Division of the Corporate Services Department.  This is a full-time union position subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.

The Information Technology Division is responsible for all of the computerized information systems, GIS, and mapping activities undertaken by the City including planning, development, evaluation and implementation of new computer hardware and software, peripherals and other information technology, and the repair and maintenance of existing systems.

The Opportunity

Responsibilities for the Programmer Analyst include the development of business applications to meet the City’s needs and providing database support in installing, upgrading, maintaining and scripting of MS SQL, MySQL, and PostgreSQL databases.

The Successful Candidate Will Have: 

  • Post-secondary Degree in Computer Science, Computer Engineering, Computer Systems from a recognized University or technical institute OR minimum of seven years’ experience in the Information Systems field including three years of designing Corporate data architecture, developing business intelligence reports, and project management
  • Valid BC Driver’s License
  • Criminal Record Check
  • Considerable experience (5-7 years) in all phases of software development cycle of ASP.NET web applications
  • Sound (3 years) experience with developing and maintaining databases and scripts in Microsoft, SQL, PostgreSQL, and MySQL
  • Sound (3 years) experience with source code version control system: Git and Subversion
  • Sound (3-4 years) experience in contemporary system design and development tools and techniques
  • Considerable (5-7 years) experience with complex problem solving and analytical thinking
  • Sound experience (3-4 years) in analyzing complex data sets, supporting large corporate data bases, and resolving data issues
  • Thorough knowledge and fluency in the programming languages such as C#, T-SQL, JavaScript, HTML, CSS and some knowledge in PHP
  • Thorough knowledge in maintenance, tuning and optimization of MS SQL Servers and MySQL
  • Thorough knowledge in enterprise systems and processes, and database structures
  • Working knowledge of corporate data systems architecture and relational database environment
  • Good knowledge of Digital government services, E-government applications and recent technical innovations
  • Some knowledge of current Information Technology Service management processes (ITIL)
  • Proficient in using Business Intelligence tools (SSRS, SSIS) developing advanced analytics, and KPI applications
  • Proficient in using MS Windows, MS Office, ERP Systems, Linux system, SQL Server, data modelling, security framework, and Active Directory.
  • Sound knowledge in business application programming
  • Some knowledge in project life cycles and business applications delivery
  • Some knowledge of modern component-based GIS tools and methodology
  • Strong interpersonal, communication, organizational, time management, analytical and problem-solving skills
  • Ability to manage multiple projects with a solid project management approach
  • Ability to complete assignments in a variety of computer operating environments
  • Ability to interact well with people and work effectively with minimal supervision
  • Ability to work well as a member of a team and independently

The current hourly wage rate is $46.15 based on a 35-hour work week.  This is a temporary full-time position; approximately twelve months or upon the return on the incumbent.
