Council approves 2024 Annual Report
Council approved the City’s 2024 Annual Report, which outlines last year’s progress and goals for the future. Highlights included infrastructure upgrades, support for housing and active transportation, and new parks and recreation improvements. The report also shows how the City is meeting long-term goals under the Official Community Plan and strategic priorities.

Courtenay moving ahead with development fee updates
Council approved draft rates for updated Development Cost Charges (DCCs) — fees collected from new developments to help pay for infrastructure and amenities like roads, sewers, parks and fire services.
The proposed updates reflect long-term growth needs identified through Courtenay’s Official Community Plan and supporting master plans. The new draft bylaw includes a 1 per cent Municipal Assist Factor, meaning developers would pay 99 per cent of the cost of growth-related infrastructure.
Public engagement on the proposed rates will begin this summer. Feedback will help inform a draft bylaw that is expected to return to Council in the fall before being submitted for provincial approval.

Council supports early approval for RCMP budget
Council gave early support to Courtenay’s share of the 2026–2027 RCMP policing budget, capped at $9.76 million. This includes 31.4 full-time officer positions at the Comox Valley detachment. The early approval helps meet federal budgeting timelines. Final approval will be part of the City’s 2026 budget process.

Curbside collection zones changing July 2
Council received an update on changes to garbage, recycling and organics pickup zones starting July 2, 2025. Many households will have a new collection day, but pickup frequency will stay the same.
The changes follow last year’s successful launch of an automated collection system with separate bins for garbage, recycling and organics, which has already reduced landfill waste by 40 per cent and cut greenhouse gas emissions.
