When you need this permit
You need a parade and event permit for:
- Parades, marches or demonstrations.
- Races, runs, bike events or walking events.
- Festivals, celebrations or community events using roads or sidewalks.
What you need to apply
Before you apply, prepare the following:
- Short-term road or sidewalk closures: A minimum 20 days' notice is required for approval.
- Extended road or bridge closures: These require Council approval. Submit your request at least 45 days before the event.
- Work start and end time: Include the planned start and end times for your event and any road or sidewalk closures.
- Traffic Management Plan: A Traffic Management Plan is required following the Ministry of Transportation and Transit's 2020 Traffic Management Manual for Work on Roadways (TMM).
- Insurance: Provide proof of at least $5 million liability insurance. The policy must indemnify the City of Courtenay and include a 30-day notice of cancellation clause.
- Emergency services notification: Event organizers are responsible for notifying all emergency services before the event.
- Downtown events: Events in downtown Courtenay require approval from the Downtown Courtenay Business Improvement Association.

Large-scale events
Events with more than 1,000 paid attendees will need to submit a special event licence application form [PDF/154KB]. This is issued by the Legislative Services department. Submit the form at least 45 days in advance of the event.
