Housing Target Order

The Province of British Columbia issued the City of Courtenay a Housing Target Order under the Housing Supply Act on August 18, 2025.

The order sets a target for the number of new homes to be built over a five-year period. For Courtenay, the target is 1,334 net new housing units between September 1, 2025, and August 31, 2030.

The Housing Target Order is separate from the Housing Needs Report. While both relate to housing, they serve different purposes, use different methods and are required under different provincial legislation. The Province uses its own method to calculate housing targets. For Courtenay, the Housing Target Order represents 75 per cent of the Province's calculated minimum five-year housing need.

Progress reports

The City is required to report on its progress toward meeting the Housing Target Order. These reports outline the City's progress toward meeting its housing target and the actions taken during each reporting period.
