Zoning Bylaw

The Zoning Bylaw regulates how land can be used and developed in Courtenay.

It sets rules for:

  • Permitted uses
  • Building height
  • Density
  • Lot size
  • Setbacks
  • Parking requirements

Short-term rentals

On May 7, 2025, Council adopted Zoning Amendment Bylaw No. 3134, 2025 to allow short-term rental accommodations in limited situations within the City of Courtenay.

Applying for a zoning amendment

If your proposal does not comply with the current zoning, you may need to apply for a zoning amendment.

This typically applies when:

  • A proposed use is not permitted
  • Additional density is requested
  • Significant changes to regulations are required

Zoning amendments are major applications and require Council approval.
