The City of Courtenay is considering traffic calming design concepts for 1st Street between Menzies and Keeneland avenues and is looking for further input from area residents.
View potential design concepts and speak with project staff at an open house at the Puntledge Park Elementary School gymnasium on Friday, February 27, 2026 from 5-7 p.m. A short online survey is also available until March 9 at courtenay.ca/1st-street
Four key intersections have been considered for traffic calming upgrades:
- Menzies Avenue and 1st Street
- Woods Avenue and 1st Street
- Lost Creek Lane (Puntledge Park frontage)
- Keeneland Avenue and 1st Street
This initiative is part of Courtenay’s commitment to safer, quieter, and more livable neighbourhoods.
The work is guided by the City’s Traffic Calming Guide and Policy, which was adopted in fall 2024 in response to community concerns about speeding, noise and traffic-related safety in residential areas. The policy provides a structured, data-driven framework for evaluating and prioritizing traffic calming requests.
In early 2025, residents along 1st Street submitted a formal request under the new policy. After passing initial screening through the City, an independent engineer completed detailed data collection and analysis and provided recommendations. An open house was held in October 2025 to discuss potential options for traffic calming at four different intersections. Based on the public consultation that included a survey, this was narrowed down to the current design concepts.
Following consultation, traffic calming recommendations were presented to Council for consideration and future capital budget planning.
