Shaping the future of Bill Moore and Dogwood Parks

The City of Courtenay is inviting the community to help shape the future of Bill Moore Park and Dogwood Parks in west Courtenay through a new strategic plan. The plan will guide long-term improvements to these important community spaces and help ensure they remain welcoming, connected and accessible for a wide range of users.

The strategic plan will look at Bill Moore Park and Dogwood Park as a connected park system, including the sports fields, lawn bowling facility, playground, rail trail and surrounding green space connections. It will also guide upgrades to existing amenities while exploring opportunities to add new features, strengthen connections between spaces, improve accessibility and safety and enhance the overall park experience.

“Bill Moore Park and Dogwood Park are important gathering places for west Courtenay, and this planning process is about listening to the people who use them every day,” said Mayor Bob Wells. “By working with the community, we can develop a long-term vision that protects the natural character of these parks while expanding inclusive recreational opportunities for residents of all ages.”

Community feedback will be gathered in two phases. The first phase focuses on listening and learning through an online survey —available from March 19 to April 20— along with pop-up engagement events and workshops. This phase aims to better understand how residents currently use the parks and what their priorities are moving forward. 

In the second phase, draft concepts developed from this input will be shared with the community for feedback through an open house and a second online survey. This final feedback will then be inputted into the strategic plan.

Once complete, the strategic plan will provide a long-term vision to guide future investment in Bill Moore and Dogwood Parks with a focus on protecting natural features and supporting a range of recreational uses for the community.

Residents are encouraged to participate in the survey and share their ideas about the future of these parks. The survey is online but paper copies are available as of March 20 at City Hall, the Lewis Centre, Florence Filberg Centre, and Courtenay Library.
