Traffic closures and work hours

Weekends and 6 a.m. – 6 p.m., Monday to Friday: Traffic will continue to flow through the intersection.

6 p.m. – 6 a.m., Monday to Friday: The intersection of 5th Street and Cliffe Avenue will be fully closed. Overnight closures allow work to be completed more safely and efficiently while minimizing daytime impacts.

Project overview

The City of Courtenay is upgrading the intersection at 5th Street and Cliffe Avenue to improve safety, traffic operations, and accessibility for all road users, including people walking, cycling, driving, and using transit.

This project responds to current and anticipated demands at one of the city’s key transportation corridors and supports Council‑approved safety and mobility goals.

Timeline

  • Planning and design: Complete
  • Construction start: May 4, 2026
  • Construction completion: Early summer

What to expect during construction

While work is underway, the City and contractor will make every effort to reduce disruption and maintain safe access through the area.

Traffic closures and work hours

Weekends and 6 a.m. – 6 p.m., Monday to Friday: Traffic will continue to flow through the intersection.

6 p.m. – 6 a.m., Monday to Friday: The intersection of 5th Street and Cliffe Avenue will be fully closed. Overnight closures allow work to be completed more safely and efficiently while minimizing daytime impacts.

Certified traffic control personnel will be on site at all times, and emergency vehicle access will be maintained.

Detours

Clearly signed detour routes will be in place during full closures to safely guide drivers, transit, cyclists, and pedestrians around the work area. Key detour routes include:

5th Street Bridge:
  • Westbound traffic will detour via Anderton Avenue toward 6th Street.
  • Eastbound access to the bridge will detour from 6th Street to Anderton Avenue, travelling north toward the bridge.
Cliffe Avenue:
  • Southbound traffic will detour via 4th Street.
  • Northbound traffic will detour via 6th Street.

Road closures begin at:

  • Cliffe Avenue and 4th Street
  • Duncan Avenue and 5th Street
  • Cliffe Avenue and 6th Street
  • Anderton Avenue at the west side of the 5th Street Bridge

Pedestrians and cyclists

Pedestrian routes will remain open outside of work hours whenever possible. During active construction, pedestrians and cyclists will be guided through marked detours, with assistance available on site. Cyclists may choose to use vehicle detours or dismount and walk through pedestrian routes.
