Temporary Use Permit application: 971 Cumberland Road
The City of Courtenay is considering a Temporary Use Permit (TUP) for 971 Cumberland Road. If approved, this permit would allow temporary sheltering services at this City-owned property for up to three years.
A community information meeting was held on September 9, 2025. Local residents were notified by mail. Public feedback on the information shared at the meeting was collected in-person and online, and that process is now closed. You can still send written comments to planning@courtenay.ca. All public input will be provided to council for consideration.

A Temporary Use Permit allows a property to be used in a way not permitted under its current zoning, for a limited time. The application for 971 Cumberland Road is intended to allow winter shelter services until a new purpose-built shelter at 925 Braidwood Road opens in 2027.
