Official Community Plan (OCP) bylaw

The Official Community Plan (OCP) is the City’s long-term vision for land use, housing, transportation, parks, infrastructure, climate action and more. It guides how Courtenay grows while protecting what makes our community special.

Key goals include:

  • Supporting a variety of housing options.
  • Encouraging walkable, complete neighbourhoods.
  • Strengthening the local economy.
  • Protecting the environment and responding to climate change.
  • Promoting community health, inclusion and reconciliation.

The OCP reflects input from community members, businesses, K’ómoks First Nation and other partners. It aligns with provincial legislation and helps inform City decisions, bylaws and future development.
