The City of Courtenay is preparing to upgrade Cousins Avenue, between Willemar Avenue and 20th Street. The project will include road improvements, repaving and replacement of underground services that have reached the end of their life or require upsizing to serve our growing community.
This upgrade project also offered an opportunity to study current traffic flow and parking challenges in the area, and investigate road and pedestrian improvements such as:
- parking
- sidewalks
- trail connections
- curbing
- landscaping
Public engagement
To ensure the plan ahead considers residents and businesses in the area, the City consulted with the community on design options for the corridor. Thank you to all community members who attended the open house on October 18, 2023, and completed the survey. All feedback has been incorporated into the public consultation report.

Public feedback helped the project team refine three design options. Each option was evaluated using criteria developed through public consultation and presented to Council on Nov. 27, 2024. Based on this evaluation, Council selected Option 1 (as identified in the staff report) to move forward to detailed design in 2026.
