Amenity Cost Charges Bylaw No. 3207

This bylaw establishes Amenity Cost Charges (ACCs) that apply when land is subdivided or when a building permit is issued in Courtenay. These charges help the City fund community amenities that support growth and provide social, cultural, recreational, heritage, and environmental benefits associated with new development. 

Amenity Cost Charges support projects such as: 

  • Community and cultural facility expansions 
  • Recreational facilities and sports field improvements 
  • Park amenities and outdoor recreation features 

ACCs are calculated based on land use type (e.g., low, medium, and high density residential, commercial, institutional, and industrial) and are collected prior to subdivision approval or building permit issuance.
