Development Cost Charges Affordable Housing Bylaw

To support affordable housing in Courtenay, this bylaw allows the City to waive 100% of Development Cost Charges (DCCs) for non-profit affordable rental housing projects.

Key highlights:

  • The waiver applies only to the portion of the development used for non-profit affordable rental housing.
  • Housing must be secured by zoning and a legal agreement registered on title for the life of the building.
  • If the units are ever converted to strata (i.e., for sale), the waived DCCs must be repaid at the current rate.
  • This bylaw is in effect until June 1, 2027.

This bylaw helps make affordable housing projects more financially viable by reducing development costs for non-profit providers.
