Bylaw No. 3212, 2026
Council will consider first, second and third readings of Business Licence Bylaw No. 3212, 2026 at the May 13, 2026, regular Council meeting.
In accordance with section 59(2) of the Community Charter, the City must give notice of its intentions and provide an opportunity for persons who consider they are affected by the bylaw to make representation to Council prior to adoption.
The proposed bylaw will replace the City’s Business Licence Bylaw No. 2523 and the Intermunicipal Business Licence Agreement Bylaw No. 2464.
The key changes focus on:
- streamlining the processing of licence applications
- reducing and recovering administrative costs
- fees and charges
- identifying additional opportunities within City parks
There are no in-person or online speaking opportunities for the proposed bylaw.

The bylaw is available for viewing at Courtenay City Hall (830 Cliffe Avenue), Monday to Friday, 8:30 a.m. to 4:30 p.m. (excluding holidays), May 13–27, 2026. It is also available to view online:
