The City of Courtenay invites applications for the position of "Infrastructure Planner” in the Asset Management Division of the Infrastructure, Engineering & Environmental Services Department. This is a union position subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.

The Infrastructure Planner is a core member of the City’s Asset Management Division and plays a central role in leading the development, maintenance, and integration of infrastructure planning frameworks that connect the Official Community Plan, Development Cost Charge program, engineering master plans, asset management plans, condition assessments, and capital renewal strategies. The role provides infrastructure planning insight into development servicing reviews, multi‑year capital planning, facility lifecycle planning, and corporate reporting.

Acting as a central hub for cross‑departmental collaboration, the Infrastructure Planner facilitates interdepartmental planning, chairs key coordination meetings, maintains the City’s network models, and ensures that planning information, assumptions, and data are current and aligned across the organization. In collaboration with Capital Projects, Development Services, Operational Services, Infrastructure, Engineering and Environmental Services, Financial Services, and other internal partners, the Infrastructure Planner coordinates long‑range planning activities to support growth management, renewal prioritization, and climate‑resilient asset stewardship. This role ensures that capital investment decisions reflect growth demands, service levels, climate resilience, and long‑term sustainability goals.

The Infrastructure Planner is a corporate integrator responsible for leading coordinated, forward‑looking infrastructure planning for the City. This role ensures that capital investment decisions reflect growth demands, service levels, climate resilience, and long‑term sustainability goals.

Minimum requirements:

  • Degree in Civil Engineering or related discipline; OR 
  • Diploma in Civil Engineering Technology or related discipline with relevant technical experience;
  • Professional Engineer designation (P.Eng or eligibility), or AScT designation;
  • Member in good standing with EGBC, or equivalent;
  • Valid BC Class 5 driver's license;
  • Criminal Records Check;
  • 5+ years in infrastructure planning, municipal engineering, asset management or capital project coordination;
  • Experience facilitating interdepartmental teams is an asset;
  • Proven ability to lead and facilitate cross‑departmental collaboration;
  • Strong knowledge of civil engineering principles and municipal infrastructure systems;
  • Proficiency in modelling software (e.g., InfoWater, InfoSewer, SWMM, transportation modelling), GIS, AutoCAD, and asset management systems;
  • Strong data stewardship skills, including managing and updating modelling inputs, assumptions, and datasets;
  • Excellent communication, meeting‑facilitation, and consensus‑building skills;
  • Ability to balance strategic perspectives with detailed technical analysis;
  • Strong analytical and problem‑solving skills, including lifecycle costing and risk‑based decision‑making.

Complementary assets:

  • Project Management Professional (PMP) preferred;
  • Other related certificates relating to environmental, climate, sustainability, transportation, modelling, asset management and job-related safety training.
