Intersection improvements coming to 5th Street and Cliffe Avenue

The City of Courtenay is moving forward with intersection improvements at 5th Street and Cliffe Avenue, a key gateway to downtown, with construction and traffic changes planned during May and June 2026. The project focuses on improving pedestrian safety, accessibility and the overall experience for people walking, cycling, driving and using transit.

The intersection carries high volumes of pedestrian and vehicle traffic and has been identified as an important location for safety and placemaking upgrades. Several design options were reviewed, with a preferred approach selected to simplify crossings, reduce conflicts between road users and enhance the downtown gateway while maintaining traffic flow.

Construction timing and traffic impacts

Full intersection shutdowns and traffic management are planned for May 4–29, timed overnight from 6 p.m. to 6 a.m. to reduce disruption during peak daytime hours. Detour routes and advance warning signage will be in place to help guide drivers, cyclists, pedestrians, transit users and emergency services around the work area.

What’s changing

Key improvements at the intersection include the removal of the northbound right-turn channel and targeted upgrades to sidewalks, curb ramps, traffic signals and pavement. These changes are designed to create safer, shorter crossings for people on foot, improve accessibility and support active transportation, while preserving efficient vehicle movement through downtown Courtenay.

Traffic control staff will be on site throughout construction, managing traffic movements, assisting pedestrians and cyclists, and ensuring immediate access for emergency vehicles.

Detours and access

Traffic impacts will be concentrated at and around the 5th Street and Cliffe Avenue intersection. Key detour routes include:

  • Westbound traffic on the 5th Street Bridge detouring via Anderton Avenue toward 3rd Street
  • Eastbound access to the 5th Street Bridge detouring from 6th Street via Anderton Avenue
  • Southbound traffic on Cliffe Avenue detouring via 4th Street, and northbound traffic detouring via 6th Street

Pedestrian routes will remain open outside active work hours, with clearly marked detours and assistance provided during construction. Cyclists may use vehicle detours or dismount and walk bikes through pedestrian detours as needed. Lanes and pedestrian routes will be restored during non-work hours whenever possible to minimize disruption.
