The Opportunity
Reporting to the Director of Financial Services, the Manager of Revenue Services manages the City’s revenue services functions, including property taxation, utility billing, accounts receivable, and customer-facing payment services. Provides leadership to ensure accurate billing, timely collections, strong cash controls, effective customer service, and compliance with legislation, bylaws, policies, and security standards. Supports organizational decision-making through revenue analysis, policy and bylaw development, and continuous improvement of revenue processes and systems.

The Successful Candidate Will Have: 

  • Undergraduate degree in Business or Public Administration or other related discipline, specializing in finance or accounting
  • Professional accounting designation (CPA)
  • Member in good standing with CPA professional association
  • Considerable (5 to 7 years) progressive experience in municipal financial management or revenue administration (preferably in local government), with sound supervisory experience in a unionized workforce.
  • Experience administering revenue programs such as property taxation, utilities, receivables, and customer payment services, including application of bylaws, policies, controls, and customer service practices.
  • Experience preparing or contributing to materials for senior leadership and Council (e.g., reports, briefings, and recommendations related to revenues and bylaws).
  • Thorough knowledge of municipal revenue administration, including taxation, utility billing, accounts receivable, collections, and customer payment services
  • Thorough knowledge of internal controls, cash management controls, and payment card security principles as they relate to revenue collection and customer service environments
  • Working knowledge of relevant municipal legislation, bylaws, and regulations affecting revenue administration, including property taxation and local government financial administration requirements
  • Thorough knowledge of computerized financial and revenue systems, including ability to support system enhancements, testing, documentation, and user support (ERP readiness)
  • Demonstrated ability to analyze revenue data, identify trends and risks, and provide clear recommendations to management
  • Strong interpersonal, communication, organizational, time management, analytical, problem solving, decision making, supervisory, and office computer skills
  • Ability to effectively delegate tasks and meet deadlines
  • Ability to plan, assign and direct the work of personnel and lead, coach, and motivate staff in a team environment
  • Ability to deal courteously, tactfully and diplomatically with the public, and deal effectively with Council members and City staff

COMPLEMENTARY ASSETS:

  • Certificate in Local Government Administration
  • Experience in customer service operations within a public-facing environment
  • Training or experience in change management, process improvement, and/or ERP implementation activities

This is a full-time, union-exempt position; start date to be determined. Salary: $113,528 to $129,010 (Pay Band 9).  The salary range currently posted reflects the 2024 exempt compensation structure and is presently under review as part of the organization’s compensation review process for 2025 and 2026. The City offers an optional Flex program and excellent benefit and pension plans.
